From Achieving Business Outcome With Enterprise Architecture
There is another way of running projects and that is to treat each project as an experiment within a set variance. If we do this then it becomes natural that the projects are mission based and thus find their own best way to the expected result. It has another effect and that is that it becomes safe to succeed and safe to fail. To get to the point where we are able to formulate a project according to the mission based principles we need some up front planning and some ongoing support. Using an EA effort for the continous planning and a programme structure for support and integration of results could be a natural fit.
A critical success factor to enable this would be that the currently so usual separation of architecture, portfolio management and programme management must be rolled up in to one structure.
